Zelensky Declares He Lacks Clear Defense Guarantee from Partner Nations

President Zelensky has stated that European allies have failed to provide solid assurances that they will defend Ukraine in the case of a new Russian aggression.

"I am asking this very question to all our partners and I have not received a clear, unambiguous answer yet," he stated to the press on midweek.

These remarks follow a day after the UK and France signed a declaration of intent on stationing forces in Ukraine if a peace deal to end the war with Russia is finalized.

However, comprehensive defense assurances have not been agreed. The United States, which has been spearheading initiatives to end the invasion, was reported to have abstained from signing such a commitment at discussions held in the French capital on Tuesday.

Outcomes from the Paris Discussions

After the Paris talks, which involved some 30 countries that comprise the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the two nations would "set up operational bases across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be deployed.

Allies proposed that the United States would assume a leading role in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as a component of the settlement terms are continuing to be negotiated.

The Russian government has not yet commented on the declaration made in the French capital.

Russian President Vladimir Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Moscow now occupies about 20% of Ukraine's land.

Zelensky's Shifting Tone

Sir Keir described the joint statement as "an essential component of our commitment to support Ukraine for the long-term".

He continued: "It paves the way for the legal framework under which allied military personnel could operate on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the years to come."

The Ukrainian leader praised that accord as a "significant leap of progress".

Twenty-four hours afterward, however, he appeared less optimistic.

"I see the will, the political resolve, and that the allies are prepared, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.

"But as long as we lack such binding security pacts - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this crucial issue remains unresolved. And even if they do, you still have to rely primarily on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also notable due to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the allies "largely finished" their work on agreeing security protocols.

Last week, the President indicated a peace deal was "ninety percent complete".

Territorial concessions and defense pledges have been at the forefront of outstanding matters for diplomats.

The Russian leader has consistently stated that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to conclude hostilities.

Zelensky has so far ruled out ceding any territory, but has suggested that Ukraine could withdraw its troops to an established line - but only if Russia reciprocated the action.

Moscow now holds about 75% of the Donetsk region, and some 99% of the adjacent Luhansk region. The pair of oblasts form the Donbas industrial heartland.

It has been intensifying attacks against cities in Ukraine - particularly targeting power facilities. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukraine has hit back at objectives inside Russia with drones, albeit with varying degrees of effectiveness.
